Introduction
Under The Town and Country Planning (Development Management Procedure) (Wales) (Amendment) Order 2016 Part 1A, those proposing major development are required to consult with members of the public and community and statutory bodies prior to submitting their planning application to the Local Planning Authority.

This website provides details of the proposed development at the site of the former Ely Housing Office on the corner of Grand Avenue and Pendine Road, Ely, Cardiff for a supported living residential apartment complex comprising 11 apartments, staff sleeping area and communal facilities. The scheme is a small development for adults with learning difficulties, which will be staffed 24 hours a day to help residents live independently. The site is now vacant following the demolition of the building.

Wates Residential and Cardiff Council (working together as Cardiff Living) intend on submitting a full planning application for this development following this pre application consultation period. You are invited to make comments to the project team for us to consider before we submit the planning application.

It is important to note that this exercise is entirely separate from the statutory consultation that Cardiff Council will conduct once the applications have been submitted.

Submitting comments to this consultation process will not preclude you from making future comments to Cardiff Council as part of their separate statutory consultation exercise.

The Development
The application seeks full planning permission for the redevelopment of the former Ely Housing Office site, which will comprise 11 apartments, staff sleeping area and communal facilities.

The description of the development is as follows:

"Development of a supported living apartment complex (use class C2) comprising 11 apartments, staff sleeping area and communal facilities as well as associated vehicular, cyclist and pedestrian access, open space and associated engineering, infrastructure works and landscaping including sustainable urban drainage."
